Where do I get a copy of the birth cert for Thomas MacHale?

If you search the RootsIreland 'Baptismal/Birth Records' for Thomas McHale, specifying father's first name as John, mother's first name as Mary,  year as 1914 (+/- 0 years), only 1 match will come back.

BTW, it's important to note, it's not a birth certificate on this website, it's just a transcribed church baptism record.  However, if the date of birth in the transcribed record was same / similar to what you know, then that would be interesting.

But as mentioned, while Templemore / Straide RC parish is on the money for Foxford, there are no guarantees that this is your guy.

Do you know the Mother's surname if so should be able to find the birth  on the GRO index at irish genealogy.ie

Just realised the Mother's surname was also McHale so the church baptism found by Gaffy would seem to be very probable.
The only civil record I found was for a Thomas McHale mother McHale but a different date of birth on the civil reg. site
