A grant of probate is a document sealed by the court which legally authorises a person who has been appointed under the terms of the will to collect in and thereafter distribute the deceased’s assets in the way that the deceased intended and outlined in the terms of the will. http://www.ip-legal.co.uk/grant_of_probate.htm

This is a Scottish Will and Probate - Jedburgh. But it looks to me as if there were effects or money or property in England; the Scottish probate would have been sealed in England to allow PC Bird to act as executor in England.

Thank you to you both for your guidance.
So I presume that PC Bird was an executor? he is not a family member as far as we know - so could he have been appointed by the court to gather in those effects of George Forbes so that they could have been disposed of according to the will?

Where will I find the will - any ideas please?

Yes, I think he's the executor - he would be named in the Will. Not uncommon to appoint a trustworthy friend rather than a family member.
http://www.nas.gov.uk/guides/wills.asp might well help.
