W.R. Quinn OBE

Hello, Could anyone please direct me to a site/place that gives details of past OBE awards - the people and the reasons.
I would like to have more information on a great uncle, W.R. Quinn (died March 1926) who was given the award for rescuing girls from a burning shell filling factory at ?Rugby during the Great War.

22 Nov 1918 Coventry Standard
Under heading Order of the British Empire, (a list of several awards)
"William R Quinn, 75,Manor Road,Rugby. For courage and high example in subduing a fire in a filling factory. He assisted in saving life and plant in spite of being badly gassed."
A different piece says he and several other munitions workers were presented their OBE s outside County Hall, Warwick by Lord Leigh.

BTW chempat, I tried the Gazette, but it/they would not accept my postal code as being true!  (Also, they want an awful lot of personal information.) Diana (in Canada)
