As we can't see them on the last census I am wondering if this could be her registered in Devonport rather than Plymouth

Yes that looks good Rosie, and that's the marriage I got from Plymouth registers.

I found another Lily May N born Stonehouse just to muddy the waters further

Should have added Charles Henry was a "fish and chip dealer" on his 1934 death cert so seems to me the dockyard would have been the best place to sell fish and chips 

My aunt remembered her aunt Lily that's why I was so certain about her.
