Perhaps they had family there?
Can you find a marriage certificate for Eliza and Henry?

It's much more likely that Dad was in the Army, and stationed there?

I think Eliza was Eliza Millis ?
Can you find a marriage record for them? Then we can find out who her father was.

Hi again, in 1891 Henrietta S James is a Widow occ Tailor/Outfitter b London with an extra son Frank aged 9 b Camborne

But what I would really like to know is who is Henry Burnham's wife? I know her first name is Eliza - but what is her maiden name? I thought it was 'Millis' however I can't find a marriage record for her but I can find an Eliza Wheeler?

The problem to solve is Henry the Beer House Keeper the same as Henry the Butler, Henrietta S b London/Pimlico not Ireland on 3 census returns, her death could be the one in West Ham March qtr 1898 4a 137 aged 58?

PS if it helps at all, the witnesses at the 1865 marriage were a Henry Burnham and what looks like Jane Thomasine Burnham, William James occ Tailor both bride/groom resident Charlotte Street

Hi again, in 1871 Henry in 1851 could be a Butler he is aged 63 b Ramsgate with wife Eliza 54 b Tunbridge Wells shown as a servants to a John Tatham 36 occ MD Physician b Burton in Lonsdale with a lodger Duncan Mcneill 34 occ East India Merchant b Scotland
