          Have you tried asking for help on the Australian board. Maybe they can find out details of the Miss D M Jacobs age 31 going to Australia in 1949 .If they can find her landing port and possible marriage family and descendants etc. Eventually death. Aussy records and certs show much more details of parents etc. The Chatters down under have been very very helpful when I have posted queries in the past with great results coming back.

The  Aussies certainly sorted that mystery of DM/R Jacobs, not being your Daisy ,on their board.
They are always on the ball down under,think they have more leisure time to do research than us. :) :)

Born 1918; unless a friend or family member took her in it would be the workhouse.  You could look at the admission registers and minute books for the one nearest her place of birth. 
No formal adoption until 1927 so no paper trail if she was simply given away for some reason.
