On www.fultonhistory.com, there is a marriage announcement for this couple that says they were married 16 Jun. 1915 in Stamford, Connecticut at the home of Joyce's parents (Mr. & Mrs. Temple Scott).  Her sister was listed as Miss Doris Scott.

That site also has an obit for Charles and a few other mentions.  Try searching exact phrase Charles Fish Howell.

There are lots of mentions of Temple Scott on www.fultonhistory.com.  If it's the same guy, he sounds interesting.

1920 census with Charles and Joyce Margaret:  https://familysearch.org/ark:/61903/1:1:MJBS-1K1

1930 census:  https://familysearch.org/ark:/61903/1:1:X76R-4NG  (Charles' age at 1st marriage is consistent with being married only once)

1940 census:  https://familysearch.org/ark:/61903/1:1:KQ1N-Y51
