Records for national federation of grocers and provisions suppliers associations have not been digitised. They are held at Kew so a visit would-be required.
Thanks John. The NA seem only to have one relevant document, and that relates to certification of the Federation under Trades Union legislation. I suspect that it would be of no help. I could visit Kew as you say, or order a copy, or ask for it to be digitized, but I really don't think it would help me.

Could Cardiff Museums or Libraries be helpful? You'll be surprised how good the records some hold, from local societies etc. Or perhaps ask a local paper there to run an item? If he held a national post, his local paper would have been fairly sure to mention it, probably with pic, and that looks a formal, studio portrait...It might be worth a go....? Could the photographer have records?
Threlfall (Southport), Isherwood (lancs & Canada), Newbould + Topliss(Derby), Keating & Cummins (Ireland + lancs), Fisher, Strong& Casson (all Cumberland) & Downie & Bowie, Linlithgow area Scotland . Also interested in Leigh& Burrows,(Lancashire) Griffiths (Shropshire & lancs), Leaver (Lancs/Yorks) & Anderson(Cumberland and very elusive)

I have trawled through newspapers, but it's difficult on microfilm going from page to page with no idea of a date! I have recently written to the Museum. The idea of a local paper running an item is good - I'll give it a try. Thanks very much.

Could it be something to do with the game of Rugby?
I wondered initially why you suggested rugby. But now I think I can see why. Funny how, when you look at something for a long time it begins to look quite different! I saw a dark figure on the right, and I think you saw a light-coloured figure on the left. My wife thinks it's a baby, not a rugby ball ...  ::)

There is a specialist company called Thomas Fattorini that manufactures and repairs civic regalia.  I suggest that you could phone them or send an e mail to them with a copy of the photograph  and ask them if they can identify it.

That's a good idea! Fattorinis seem to have made many of those sort of badges for donkey's years - right down to the "Prefect" badge I had at school!Well worth an e-mail with an attached image - can you get a closer-in decent view of the badge area, any way? Perhaps on here someone could enhance it a bit?

The enlarged copy I posted here with my original message, along with the full picture, is the best I can get without losing all resolution. If anyone here can do better that would be great!

There is a "Heraldry and Coat of Arms"   board on Rootschat in the Special Interests section.

I suggest you post a link  on that board to this thread. You may get some experts on there.
