The Army was not territorial then. In 1800, General Sir John Moore set up a corps of experimental riflemen armed with the Baker rifle, at Shorncliffe (I think).

The Rifle Brigade, subject of your Thread was  the 95th Rifles 1802 - 1816. You may have watched the TV series 'Sharpe'. He and his men were 95th Rifles. From 1816 to 1966 the Regiment was known as the Rifle Brigade, also 1958 as 3rd Green Jackets the Rifle Brigade.

With associated units, their home is Winchester, Hampshire. There's a military museum there too.   
Griffiths Llandogo, Mitcheltroy, Mon. and Whitchurch Here (Also Edwards),  18th C., Griffiths FoD 19th Century.

Thanks once again Regorian for that description.  I did find some material on Wikipedia but I wasnt sure.  You have cleared up my confusion.
