Hi there, I looked this very distinctive hat up on Google images and it really is very bright. It is the undress uniform of a soldier in the Royal Scots Greys 2nd Dragoon Guards. This hat dates between 1881 and 1901, sorry I can't be any closer than that. His jacket is probably red but it could be navy.
