Rosina PALMER Worcester's lady Mayoress

Please can anyone help me with background, both personal and political, on Rosina PALMER?
I believe she was born as Rose PANTER in 1874 and died in the Worcester RD in 1950

Just putting that death for reference:
Death December quarter 1950 in Worcester  Rosina Palmer age 77 (so implies birth probably in 1873 or 1872)

It looks as though her surname was Panting
