Possibly Lord Napier?
Which I believe was previously known as the Boilermaker's Arms.

Or Forester's Arms/Napoleon's Rest?

Bear in mind that house numbering may have changed over the years?
When are we talking about?
Garrad (Suffolk, Essex, Somerset), Crocker (Somerset), Vanstone (Devon, Jersey), Sims (Wiltshire), Bridger (Kent)

In 1881, 21 Gt Jackson Street was occupied by Joseph Chester, a Fish Seller.

Killerton Newman was the occupant of the Napier Inn at 22 Great Jackson Street according to 1881 and a will in 1889.
