No sign of baptism record

Hello

According to the census, Thomas Shepherd was born in 1790 in Brailes, Warwickshire and died in Shipston in 1861. He had several children in Bourton on the Hill, Gloucester with his wife Ann, whom died in 1837. No sign of a marriage in Brailes, unlike William.

On the 1851 census, there is a William Shepherd living in Bourton, born in 1792 in Brailes, Warwickshire.

Looking at the baptisms, William was the son of Samuel Shepherd and Sarah Brion, however there is no sign of Thomas, despite evidence existing that they are likely of the same family, probably brothers since both of them were born in Brailes, live in Bourton on the Hill and their children share the same names.

Do you guys believe that they are brothers?

Do you know where Thomas's mother was born ?
Many couples had their  first born child is baptised in the mothers Parish.

For a number of years I was trying to locate the baptised  records of two children born in Birmingham in 1814 and 1815  , yet could only  a record of the one child. On a whim I tried the parish records of where the mother was born and where her parents still lived and found the christening record of the elder child.

She was born in Sutton Under Brailes
