The 'West Australian State Library' (on-line) has an 'Ask a Librarian' service -they will check electoral rolls past & present and also any newspaper death notices -I notice your sister died 16/3/1997 age 60yrs.

No death notice appears for her husband -so he may well be found on current electoral roll.
