Yes, I would say she is James sister.  She and the lodger are living with James and family. I guess the enumerator put a dash before Ann to indicate the start of a new household either as an error, or because he was told they lived separately rather than ate etc with the family. In which case it was helpful he kept her as sister and didnt describe her a Head of a new household.
