I would check with Shrewsbury Archives, to see if they have any Absentee Voters Lists, there is also The National Library of Wales
Neither Shropshire (Shrewsbury); Montgomeryshire (Llandod) or Denbighshire (Ruthin) have a 1918 Absent Voters list for the corner of Montgomeryshire (Llanerch-Emrys township in Llansantffraid parish) concerned.

Any one know of a copy of this list anywhere?
