Didn't notice at the time but if you look at the image from 1901 in the top right the Street address is John St.
Why it ended up included with William St I've no idea.
In 1911 it's listed John St.

1901 the top of the image says Workhouse (Lunatics and Idiots Excepted)
1911 says Return of Lunatics and Idiots

Confusing but too late now to study it anymore.
