Edward Raymond Mead was almost certainly the one b. 1862 in Wiltshire
Looking at the free indexes for the 1911:
Edward Mead, wife Sarah, and a daughter Lizzie born about 1894 are all living in Hendon.
free search of birthplaces on GenesReunited shows that Sarah was from Acton Turville and Lizzie from Cold Ashton, both in the Chipping Sodbury registration district.
They are also in Hendon in 1901. I think they may have married in 1889 (Edward Mead and Sarah Watts).

John Ricketts.
They had several children who are listed with them on the census (Emily Ada often just "Ada") but not an Elizabeth/Lizzie/Kathleen/etc. There is, however, an Elizabeth
Caroline Ricketts birth indexed in Chipping Sodbury district of about the right time. (Mar quarter 1894).
This is now all speculation, but here is a theory:
1. Elizabeth is born in Gloucester, probably to John Ricketts and Emily Ada, an outside chance it was someone else in that family (unmarried sister?)
2. For whatever reason, between her birth and the 1901, she is sent to the Hendon area to live with Emily Ada's sister and brother in law, Edward and Sarah (nee Watts) Mead. On censuses, she is listed as their daughter.
Possibly this was simply because Edward & Sarah had no children of their own and John and Ada had too many mouths to feed. There would have been no formal adoption process.
3. Despite being listed as "Mead" on the census, Elizabeth was aware that her birth name was "Ricketts" and that her father was "John Ricketts". She therefore gives these details at marriage - while her adoptive/foster mother (actual aunty) Sarah signs as a witness.
4. The Mead family keep in contact after marriage, as indicated by Edward (Raymond) Mead appearing at the same address as the Hoskins in later electoral rolls.
