Restore cherished photo of grandma Gomes please

This is one of the only photos my husband has of his Portuguese grandmother who raised him. Someone tried to force it into a frame too small. I would very much appreciate if you folks could work your magic and clean it so such that I could give him a nice framed version for his upcoming birthday. It would totally surprise and delight him.
