The letter on the file of E Shearer is just a memorandum with a list of deceased Border Regiment soldiers whose next of kin could not be traced and whose medals were to be returned to the War Office.

If it is that family in Camberwell in 1901 then there is a probable birth registration for Kate/Catherine in Q/e June 1896:

Many thanks for all your help.  I have discounted Dorothy Laura Parsons as she appears on the census in 1911 with her family in Somerset.
It certainly looks like the Greenwich workhouse connection is the way forward and will look into that, thank you ShaunJ for the info.  I do have a copy of John's service record and have seen the letter.  However he does mention Susan Radford as his aunt and next of kin, but I suppose he could think of a foster mother as an aunt.
