I think this might be Perth and the river Tay.

The island that the railway bridge crosses is Moncrieffe Island - now well-wooded.  The road bridge in the foreground has been replaced.

Trying to get a view from somewhere, but not easy!

My initial thought was Perth but............

I think the piers/arches are a different shape on both bridges  ???
