Missing page on 1921 passenger list

I know that Lena Horsnell departed Liverpool 12th March 1921 on board the Melitta.  The ship arrived in St Johns New Brunswick 21st March.  The passenger list is on the Libraries and Archives Canada website, and it appears the names are alphabetical.  However, the page with Lena Horsnell on it is not available for viewing.  Does this mean it is missing or damaged, or have some pages been withheld?

Lena Horsnell born 1875 England and aged 46 years. Liverpool to St Johns New Brunswick arriving 21 March 1921 on the Melita. Marked as a returning Canadian. 1906 -  Togo Sask. Lived there for 14 years.

She is on page 4 of the steerage passenger list - information found on ancestry.
Did you go through the entire passenger list from LAC?
Lena immigrated in 1906 was in Canada 14 years - going to Togo Saskatchewan

Mrs Lena Horsnell, born 1875 Whittlesey, Cumbs (as transcribed but could be Cambs) age 46 years. 21 March 1921 St Johns New Brunswick - Melita - returning home - had previously arrived in Quebec 10/6/06 - departed St Johns New Brunswick 10/12/20 - paid for passage self - intend to remain permanently in Canada - destined to husband - Henry Horsnell - Togo Sask. Father William Whitehead. Whittlesey. Cambs.
