How would I get the Govan Police Court records for Feb 1919 ... ? My grandfather was sentenced to go to the " Mars Training Ship " near Dundee when he was only 12 ....

I don't know for certain but I would start with the Scottish Archive Network http://www.scan.org.uk/aboutus/default.asp
Never trust anything you find online (especially submitted trees and transcriptions on Ancestry, MyHeritage, FindMyPast and other commercial web sites) unless it's an image of an original document - and even then be wary because errors can and do occur.
