Was the USA in breech of Neutrality before 7th December 1941?

Did the aid which the USA   provided  to the UK government and British  Armed Forces  before 7th December 1941  amount to a breech  of Neutrality?

For example, U.S. Navy ships transported British troops from Halifax, Nova Scotia  to Bombay and beyond.  commencing in November   1941..

Yes.

 American law prohibited citizens of a both sides in the war from flying planes within in the United States and stated that aircraft could not be flown out of the country for the use by either side at war. To get around this, American pilots  flew aircraft  from the factory to Pembina, North Dakota. There, horses pulled them a few yards across the border to Emerson, Manitoba, Canada. Towing aircraft across the  border occurred at other locations too. No horse was ever prosecuted.

My dad was on a US Navy ship in November 1941  with a US Navy escort,  with a full British Division.

A bit more than just equipment.

USN aircrews were training RAF/RCAF crews and flying operational missions on RAF Catalinas from UK bases.

Ensign D A  Eldred USN was killed on 23rd August 1941 when No.413  Squadron Catalina AH556 crashed on take off at Stranraer. He was captain and pilot in charge on the offical accident report.

Lt jg  Johnston USN was flying Catalina to search for the Bismark on 26th May 1941.

The aircraft that found Bismark was captained by F/O D Briggs but Ensign  Smith USN was at the controls and was first to spot the battleship.
