It looks as though Mamhilad is missing in 1861 census according to Find my Past.

That would explain why we can't find them.

I can't see young William Henry in 1881 :-\

I wonder if 1871 census is also missing.
Matilda marries George Harvey of Mamhilad. I can't find him either in 1871. :-\

Did John die in 1865?

If you search for "george annetts" (use "    " as part of search key) there's an item in the Monmouthshire Merlin, 17 Sep 1879. This George's calculated year of birth would fit Gomer.
