Looking at George and John on 1851, I can see these interesting baptisms in Staverton

George Stubbs   5 April 1827
John Stubbs 27 Feb 1831

Both have mother Ann

Can't see any of them in 1841 and 1851. There's a possible burial for George in Cheltenham in 1857. On 1861 and 1871, John is in Cheltenham with his aged mother Ann, born Lydney c1786.

"Ann Hawker" on 1851 is born Lydney c1786!

1851 [transcribed as Hanker by Ancestry]

as noted earlier, Jasper Hawker is lodging elsewhere in Cheltenham, saying he is unmarried (but if his landlady provided the info, she may not know).

Ann lives until 1882! the 1881 census also suggests that John Stubbs marries the lodger from 1851, as his wife Mary's sister Caroline Hunt is also with them

My suspicion, based on baptisms in Staverton, is that Ann was originally married to a John Stubbs (there is a Henry baptised to them in 1813), they parted and Ann had the three further children who are with her in 1841, all baptised with no father. Whether Jasper was their father might be a question that cannot be answered, but presumably he and Ann did not marry, as she could not.
