Ok I see where the Harris comes in.

Joseph Alexander Clark married Mary Ann Harris Sep 1875. 

On census Josiah is born Harborne Staffs 1881/1891 Smethwick Staffs 1901.

This is the Josiah from the 1881/1891/1901 census with parents Joseph and Mary but we need to confirm his marriage (poss 1903) and that he was indeed the father of Frederick.

Birth certificate for Frederick would confirm who his mother was.

This is the possible marriage as one of the surnames Caddick matches the mothers maiden name for the Frederick birth in 1923.  I realise this is 20 years before Frederick was born but possible.

Frederick parents yes. But I still unable to find joseph and mary 1901, I have just been looking. Do you think possible parents?

Joseph and Mary are definite parents of Josiah but is he "your" Josiah that is the question. 
Frederick is born 20 years after this one gets married which isn't impossible but really need his birth to confirm we have the right mother - Annie Caddick.
If so then everything is correct, if not we start again!

I have found trade directories, 1849  mr j clark at the same address clothes sale man. as what is on the wedding cert of Kathleen and fred. So could this be the great grand parents to fred.?

Joseph was born 1856 and his parents are possibly Phillip Martin Clark a bolt maker and Emma but there could be more than one Joseph born same year/place so pinch of salt with that one for now.
