They're a couple of little Jolly Tars as this is what these suits were commonly called.
As has already been said they were popular from around the 1870's & well into the 20th. C although by this time they were generally less fussy than this.
So I would agree 1880's-90's but as China said we really need to see the back.
My best guess at the moment would be 90's as this is the decade of "instantaneous photos".

Thank you Carol it is also very good.  Yes the picture is very small only  21/2 x 3" after someone cut it!

This is a typical late 1870's - mid 1880's back. The photographer could have been using it later in the decade. I don't think this is as early as late 70's so I would suggest sometime in the 80's.
Whichever part of the decade it is I can't see it being of 2 boys born mid-late 1890's.

Thanks Jim.

If that is the case it they are  not who I thought they  could be.  However, i will post the picture which made me think it was to see if there is a likeness.

We have  Lawrence Arthur (known as Arthur) 1894, Harriett May 1896 and Ethelbert 1898, ,although I dont know which boy is which.  They are the nephews of my Great Grandparents Edward and Agnes Jupp of Littlehampton. They are the children of Agnes married sister Mary Jane Chitty  who died in 1900.  Her sister took in the children and brought them up. Although their father Lawrence was around he did not keep them, he died in 1924. I think it is a fantastic picture and it moves me to think how young they were when mother died- those little faces :'(

There is another photo I would like to add but not sure if I can post another one here.  I will try  I think it could be the two boys grown up, they are wearing Navy Uniforms and hats say HMS Victyory and Vernos?   I have been sent an identity  picture by a friend of Arthur  (Lawrence Arthur)  in the R.N.R. November 1911.

What do you all think?

Well I would say they were the same little boys Jane...shape of face and hair style...the mouth.. leads me to this conclusion.
