Trying to find James's family prior to 1918.
Looking for someone in the Services circa 1864.
DOB - circa 1840

You haven't given any details of his birthyear.  If he was born in 1918 then you would need to buy a copy of his birthcert to establish his parents names and mothers maiden name

Yes he was born in 1918.
I was hoping there may already be some information here.
I'm doing this as a favour for a friend and he's looking just for the 1860's Services connection.
I had a quick look at FreeBMD then realised it doesn't cover Scotland.

SP birth certs can only be downloaded for births up to 1914 so your friend would have to buy a copy.  The same info re: parents would be on his marriage and death certs.

Until you know his parents names you have no basis on which to trace back to find the connection you are looking for

You would have to post some more detail before it would be possible to give much assistance. One place you might look is the (free) Moray Council Libindx site. Try a person search there.

There is only 1 James Milne, born 1918, listed in the Moray Heritage Center Libindx files: James Fraser Milne, b. 1918, married Nan Phillip. He died 21 Ap 1992, age 74, in Elgin. His obit are in two newspapers - you can purchase copies of these obits by logging onto the libindex site, accessing James's record (NM134238), and then going to their on-line shop where you will use the newspaper info to fill out the request form.

It's unlikely the obits would give the type of info that is needed to enable research back from 1918 to 1864

Milne is the 8th commonest surname in the former Grampian Region, which includes Moray. There are so many of them that it is not easy to sort them all out, and your initial posting was rather vague. Even if someone has been looking at him, they would need a lot more information to pin him down.

Does your friend know anything about him at all? Is he the one already mentioned who is listed in LIBINDX? Whom, when and where did he marry? When and where did he die? How do you know that he was born in Elgin in 1918?
Never trust anything you find online (especially submitted trees and transcriptions on Ancestry, MyHeritage, FindMyPast and other commercial web sites) unless it's an image of an original document - and even then be wary because errors can and do occur.
