Kathy, There is no national BMD registry in the US. 

Have to go by State and very few have anything searchable on line, or if they do it will be for only a certain segment of years.  Illinois does have a site for marriages and deaths (some anyway -- think mainly homicides).  I re-checked there yesterday "just in case"...no births

Also, in 1850's registration of a birth may have been iffy paticularly if the birth parents weren't US citizens or if they did register the birth, it may have been at the county level or in a Church record.  Civil registration may not have been mandatory.

I'm not from IL so don't know specifically but I have found above to be true in Kansas for that same time period.

I know your subject Geo/Mary Ann were back in Eng. by 1861 but what about his parents?  Do your know their names and bd's and do you know where they are in 1851 and 1861?
Or any siblings of Geo?  That would help see if there is a possible connection to any of those Green's in IL in 1850 or 1860.
