Birthdate: 5 August 1818.

Baptism of the son of Francis and Jemima:
5 July 1840, at St Mary Haggerstone, Middlesex,
Francis Robert BARTRAM, son of Francis Robert and Phoebe Jemima of Mill Row.
Father's occ: smith

So yes, Phoebe and Jemima are the same person

26 September, 1842 at St Leonard, Shoreditch
Sarah Elizabeth BARTRAM, daughter of Francis Robert and Phoebe Jemima, of 3 Mill Place, Mill Row

I cannot make out the occupation of Francis - could be bricklayer.

I wonder what happened to Sarah Elizabeth, b 1842 (baptism shown above) who came to Australia with her parents and brother as shown by Essie.
