Hi ,
          Hope someone can advise me on this is it possible to look up addresses on electoral rolls

 for the years 2002- 2015 for free.

You can look up the Register of Electors in local libraries, but that's not much help if you can't get to whichever place you want to look up.

Other than that, as far as I know there isn'y anywhere where you can look up the registers for everywhere free of charge online.

I have occasionally found a listing on www.192.com and then used that to look up the online telephone directory.
Never trust anything you find online (especially submitted trees and transcriptions on Ancestry, MyHeritage, FindMyPast and other commercial web sites) unless it's an image of an original document - and even then be wary because errors can and do occur.

Have you tried http://www.searchelectoralroll.co.uk/ you have to register and you get 3 free searches per few minutes.

However you will find that we all had the option in England to opt out of the edited (public) register in about 2005 ish,and a lot of us no longer appear with an up to date address,even though a lot of us haven't actually moved house!

Regrettably, the same applies in Scotland.
