Initials on passenger list

Hi,
    Wondered if anyone knew the initials Apb scribbled on a passengers name with a serrated line going all the way through it.

To me, that's the initials of the authorised person who checked and confirmed those two lines were deleted. 

I have a clerical background, and there's many an official New South Wales document with my initials on it.  Always Captialised, representing the Capital Letter that commences each of my names.  And in most instances, confirming a change being made to an original entry.    So, to me, the - - - - - has been added to the original document to delete lines 3 & 4 (so to 'strike through') and then APB has checked and confirmed those two lines are to be deleted, and then APB initialised that change.       

So, to me,  APB are the Capital Letters representing that authorised person's initials.  I would expect that others handling the paperwork at that time would be familiar with the identity of APB.

A and P would be for the the first and second given names.  B would be for the surname.

To me, those three initials in the image are ALL CAPITALISED ....   :)  :)
