I have found a F Whelan ,bootmaker ,up to 1937 and in 1939 its May Whelan
I dont know of any F Whelan in family other than William's second name was Francis and surprised not to find Henry's name prior to his death in 1927 to try and verify the address i noted Andrew Wolohan was a publican next door but one and found him on the register of electors at 37 Main Street.

Hmm my grandfather remarried from 12 Tram Terrace in 1922 wonder did he ask or provide for his four eldest children to move to Main St as this is the first year the bootmakers appears in Thoms 1922 at Main St.

Have you considered this Francis/Frances Whelan as the F Whelan listed in Rathfarnham?

1901 Census at 133.6 in Thomas Street (Ushers Quay, Dublin) noting father Patrick was born in Co. Carlow

1911 Census at 7 in Emerald Square (Usher's Quay, Dublin) looks like the same family although Frances is now a daughter!

Is it then possible he/she was a cousin or other relative?

This is a link to a FB page that is about Rathfarnham and has a post from a gentleman that remembers the street layout from the 1960s - it is a recent comment and includes reference to May Whelan's shoe repairs - a PM to him may unearth more!
