so she registered her names as Foxwell in 1939 but married many many years later.  ::)  ha

She registered her name as sedgemore. When she married later that year it would have been amended to that of her new husbands. When she married in 1986 it would have been amended again. The government departments continued to use this register and update it until 1990. As has been said this was not a census. It was initially set up for govt purposes in respect of the Second World War.

Section 9
The records of the 1939 Register were subsequently used by the National Health Service at its inception in 1948 and became the NHS Central Register, transferred to the Health and Social Care Information Centre (HSCIC) in 2007.

The records remained with the NHS up until 1991 – therefore some changes of names between 1939 and 1991 are listed in the records. All of these names appear in the indexes so, in these instances, you can search for an individual using either their former or subsequent name.

I see .... so there is no indication that she left Charlie Speed (which I guess is unlikely as he also died on the IoW) and then met/married Foxwell and changed her name again .... which is why she shows as Foxwell also Speed and Sedgemore?

No indication at all that she left Charlie Speed.  It looks as though after Betty Foxwell died Thomas James came to IoW and later married Kathleen.  :-\
