Were there two "Swans"?  The following link shows John Edward Lane of Swan (Commercial), High Street, Berkhamsted.  He was a brewer as well as a retailer.  Also shown on the link is William Turton, Dugwell (sic), Northchurch who was the Publican and Grocer at the Swan, Dudswell in 1851.

Hi yes it would appear at one time there were two "Swans" in 1861 census, one in Great Berkhampstead, High Street with John Ed Lane 52 and William Turton in Dudswell.

The detail in Sc00p's link says that it closed in 1848 because "until 1848 refused licence when the landlord was convicted of receiving stolen barley"

1851 England Census:  HO107/ 1716/ 149/ Page: 28

Described as Dudswell, "Swan".   William Turton, Publican & Grocer.

1861 England Census:  RG9/841/52 p 32;

Described as "Swan Inn".  William Turton, Beerhouse Keeper.  Location: Dudswell.

Perhaps William Turton had his licence returned.

Coventry Standard 30 August 1850. 

DIED:  On 22nd., inst at Dudswell, Herts, Ann, wife of Mr William Turton, of the "Swan Inn", aged 42.
