I'm assuming that as she was b in Southwark where her parents were married 17/4/1910 that it'd be unlikely that she died in Watford; also she appears to be with her father in 1939.

You still don't say how you know GF and FR were her parents - also, you should never 'assume' in the genealogy game.   She may have been ill and sent to a hospital which was in the Watford district.   This kind of thing happened often.

I agree with rosie99 - the Florence in electoral rolls being GF's wife with the record not being updated.   

I still feel the 1929 death is her and you should investigate this further.

I had not spotted the 1929 death as freebmd have it as Florence L Whiting, the original register on the site states Florence I (I have sent a correction)

I agree with Annette it needs investigation.    As does this one ...

Perhaps this is her death but the age 3 was taken as age 5
