There is a Joseph Earl Sager who sailed from Rotterdam to Tampa, Florida from 30 Jul. to 18 Aug. 1935.  He was born 25 Apr 1913 in Memphis, Tennessee.  He was returning to Knoxville, Tennessee. 

I think this is him in the 1940 census - https://familysearch.org/ark:/61903/1:1:K7SY-TMP  The Social Security death index says his Social Security number was issued in Washington, DC before 1951, so that fits.
