Trying to find out who the parents were of Millicent O'Connell born Cork 1922. Found civil registration details online, but gives no info on parents. Don't have birth certificate (yet).

Her mother may have remarried shortly before 1922.

Any assistance much appreciated

I think what you have found is the Index reference rather than the actual birth details - 1922 is too recent for online civil birth records.

It's the transcription source: Ireland births 1864-1958 but details of mother's last name left blank

sounds like part of the FamilySearch BMD Index to me - https://familysearch.org/search/collection/1408347

This birth index includes mother's maiden surname from about 1928
