Quite a few people could not read and write even by the 1901 census.  Therefore most people would say their name, not spell it, when registering marriages and births.   Possibly Toal and Towel may be variations of the same name.  I would check with Toal researchers in other areas to see what variations they have found.  Otherwise, I would track both names for a while to see if there is overlap.  I have McGiffin/Giffikin, Cairnes/Kearns, Dynes/Dines, Jardine/Jordon variations among my relatives.

Thanks KatC - I have the same problem with several branches of my family too!  I think all variations of the name are worth exploring further.
