Looking at the 1871 census on Ancestry, he is shown as Charles Ellis Hawes, 3 year-old grandson of Thomas and Ann Footer, living in BSE.  His birthplace is given as Haverhill.

That does fit things even better together.  I'm imagining that you're referring to Bury St Edmunds, too...!
