Hi!
I show her on the Canadian Arrival 1865-1956 sheet:

Rebecca Fanny Lowe.

Arr. 23 May, 1913. Quebec, from Liverpool. Destination: Vancouver, BC.

Then she crosses to the USA on  Oct, 1914.

Many thanks!

there's more than one Eed Lowe.  The one whose birth was registered in Medway, Kent and baptised in Llanelli was the daughter of Frederick & Mary. The other one was the aunt of your Rebecca Fanny & appears with her parents on the 1871 census

High St, Watlington, Oxfordshire RG10/1428 folio 44 pg 15
John Lowe head mar 46 cordwainer
Rebecca wife 42 b. Emmington
Elizabeth dau 14
Jem son 12
Eliza S dau 11
Rebecca dau 6
Charles W son 3
Ede Ruth dau 2
all born Watlington except where noted

The same family in 1861 has a son called Frederick
High St, Watlington RG9/884 folio 27 pg 23
John Lowe head mar 36 cordwainer (master)
Rebecca wife 34 binder
George son 11
John son 9
Frederick son 8
Elizabeth H E dau 4
Jem son 2
Eliza L dau 1
all born Watlington except Rebecca

There's a death registered in Henley sept qtr 1878 for Eed Lowe aged 82, possible mother of John.

Even if Rebecca was born in the workhouse, there should be a birth certificate.

Llanelli in Carmarthenshire used to appear as Llanelly, but the spelling has been Llanelli since the 1960s. The other place name you give should be Cwmllynfell

this could be your Rebecca in 1891
Velinfach, Ystalyfera, (parish of Llangiwg) RG12/4468 folio 23 pg 42
Henry Smith head mar 36 peddlar b. Reading, Berkshire
Mary wife 29 b. Llanelly
William H son 12 b. Llanelly
Eed dau 5 b. Chatham, Kent
Rebecca dau 2 b. Llanelly

There are death registrations which could explain why Rebecca is with relatives in 1901
Mary Smith 36 june qtr 1897 Pontardawe vol 11a pg 36
or Mary Smith 40 june qtr 1901 Pontardawe vol 11a pg 504
Henry Smith 47 dec qtr 1900 Pontardawe vol 11a pg 495

So are Frederick Lowe & Henry Smith one and the same ?

Fantastic! Many thanks for your question re the name of Rebecca's father. So, I dug out the marriage cert. for Rebecca and her husband Isaac in San Diego, 02 June, 1923.

She lists father as:

Frederick Lowe, born England.
Mother: Mary Williams, born Wales.

I had forgotten all about those papers, I gathered so long ago! We are now making progress. I am very excited and will have trouble sleeping tonight!
All the best.
AH
P.S. She again lists her birthplace as: South Wales.

I think Eed may have married as Edith Smith dec qtr 1903 Pontardawe vol 11a pg 1497 to Howell Gordon Williams.

There is this entry from the free index to the 1911 census

wish I could find some evidence to show Henry Smith & Frederick Lowe are the same person, but I've just found Rebecca's baptism & it has Henry's occupation as butcher, and Fred Lowe was a butcher's assistant in 1871.

Baptism was 26 Aug 1890 in the parish church of Llanguicke/Llangiwg for Rebecca dau of Henry & Mary Smith, abode Ystalyfera.

The couple also baptised a daughter Elizabeth Anne on 9 March 1890. Her death was registered Elizabeth Ann Smith 0 sept qtr 1890 Pontardawe vol 11a pg 375, no obvious birth reg for her.
