Can't find death cert

Is there a reason why I wouldn't be able to find a death cert in proni? I am looking for Francis ( Frank) duffy grave stone in keady has date of death as 14th July 1904. Is buried with his wife Elizabeth who died in 1898.
Draperstown: Trowlan, Quinn, Convery, Kelly, McKenna, Griffin, Sergeant, Hamilton, Taylor.
Monaghan: Duffy, McArdle
Sligo: Egan.
Mayo: Loftus.
Dungannon: Reilly, Milligan, Ryan, Harte.

Maybe he didn't die in Ireland? perhaps date on headstone is incorrect?
Away sorting out DNA matches... I may be gone for some time many years!

Familysearch civil registration indexes have him recorded as Francis Duffey, likewise GRONI online, date of death as you stated, reported age 50, registered Armagh district.
