She may indeed have been able to rent 42 Primrose Mansions (given that she left £10000 plus when she passed away in 1933) but she didn't get herself on the 1913 electoral register at that address.  That said, there is no listing for an elector of any name at No 42 so she may have been living there.

If it helps any, the builder of the mansions according to friend Wiki was Cyril Flower, 1st Baron Battersea to whom presumably the tenants paid rent?.

Summary only from the Probate Calendar (for full detail follow Dawnsh advice).  Died 18 Nov 1933 at 9 Langhorne Gardens Folkestone.  Probate to Mavis Lyne Gordon (wife of Kenneth Gordon), William Richard Lyne Smith company director and the said Kenneth Gordon hotel proprietor.  Effects £10503 11s.   (£0.66M today by some measures).

I have searched for over an hour to find this information and have come up with nothing.  I've searched under Smith, Lyne Smith and still nothing. I was told to look on page 28 and still I'm at a loss. How do I use the records?

Unfortunately it wasn't made clear above that probate was granted in 1934, though she died in 1933. So the entry appears in the Probate Calendar under 1934. Search on Smith in 1934, and then go to page 28.

There is no further information in the Calendar beyond what has been posted above. Once you have registered with the site and found the details, you can order a copy of the will from that same page.
