I am trying to find out why my mother was in Sheffield workhouse  about 1939 1940 or even earlier her name elsie collingwood

if you look in www.workhouses.org.uk  according to that majority of records were destroyed in a bombing raid in ww2 your best bet is to ask Sheffield council what if any records did survive .
it,s possible your mum was only in the infirmary as these were the main source of free treatment before the nhs started in 1948.

If records do survive, most archives impose a 100 year closure period on records of this type so you may not get access.
