Have you contacted Herts FHS to ask them?  Do they have a website that would possibly answer your question?
Census Information is Crown Copyright, from www.nationalarchives.gov.uk

Please remember that all Family History Societies are run by volunteers, in their spare time! ;D
What is it you are expecting from any FHS?

You will receive their journal, usually on a quarterly basis, as part of your membership fee.

Plus you will be able to purchase any of their publications, and you will have access to their search service, not sure if this is free or for a nominal search fee.  If you live within travelling distance then you will be able to attend any of their meetings.

The usual format for Family History Societies in England (I don't about other countries).

Transcriptions and NBI are merely finding aids.  They are NOT a substitute for original record entries.
Remember - "They'll be found when they want to be found" !!!
If you don't ask the question, you won't get an answer.

Thankyou to who replied . I was asking in a kind way please dont take offence , i am aware all the FHS are run by volunteers , I just find some things i read hard to understand .

Im not in the area and so maybe i shouldnt of assumed that asking people who also live within the Herts area and on the Hertfordshire section a question , I thought that being on rootschat i was able to do so .

Thankyou once again for your time

Simply ask your questions here on RootsChat! ;D
There are RootsChatters who have areas of interest that will overlap yours, and may even have access to some records that may help.

You said you were disappointed by the last FHS you joined?
I was simply asking what you expected to gain by joining?
I was trying to understand why you were disappointed.

Maybe the FHS weren't helpful, or their website was hard to understand/navigate?
Or maybe you were asking questions to which there weren't any quick answers?
