    Just a guess but it could be a lead Mine.

     The building on the right is a bog standard beam engine.

     The structure on the left could be the winding gear. The winding house would

     be on the left. Note the 2 pulleys on top of the gear.

      The large cylinder could be a steam receiver which supplies the ore crushing unit,

      ( the item with the 2 large fly wheels ) The ore would be crushed there before being

       shipped to the refinery's.

           This doesn't answer the question and my reasoning may be a load of rubbish ;D

Could it be a smelter and the bars on he window be an indication of Ingot Storage?
Then to question my own suggestion would there be a tailing's pile with a smelter?

           No! Those are just small windows, No bars.

This one is at Wheal Sisters Lelant Cornwall. Produced by The Royal Institution od Cornwall which may be able to give a lead on the query.

Thanks very much for your interesting suggestion. I agree there is a great deal of similarity between the Wheal Sisters Lelant and the puzzle picture. it's even more intriguing when the latter is flipped.  Perhaps they may not be that far apart? I still fancy Cornwall.

In South Shropshire there was a very rich --the richest in the country-_lead seam.
Many of the processes in winning lead ore are similar if not the same as tin mining and there are buildings which are called Cornish Engine Houses, which  housed Newcomen Engines .
 Snailbeach, Huglith, The Bog, Tnkerville. Perkins Level,Lords Hill, The Central,to name a few .
 There was a narrow gauge railway  system  and oh the happy hours we had playing on the abandoned tank engine, one of two. Henry and Dennis.
Not many children had such a wonderful if very dangerous playground.
We made mud pies with  toxic waste from the crushing and washing processes!

Confusing - the gantry with the winding gear on top has a cable going down at 45 degrees to roughly where the beam of the engine is. But not exactly so I wouldn't like to say that the beam engine was operating the winging gear. Which begs the question what was?
