Any ideas please as to the location of this

Stone bridge under construction c1912

Distinctive buildings in background. Premises to right have Restaurant EDWARDS Confection....
 Could be variations of EDWARD(S).Undecipherable words on shop at left.

On the reverse of the photo is a message:-

"Another view of test load, proved satisfactory& they are now clearing (?) all the stones off & will fix on ....?..... the foundations are done"

The buildings behind look like St Anne's Staith, Whitby. Sorry I can't find a decent link. Probably before the swing bridge was constructed.

As someone who has had a role in Health and Safety,  I would venture the opinion  that the men on the top of the "test load"   look rather precarious to me.
