"Manchester" was a generic term for household linen, and is a term still used in Australia and New Zealand.  The "Manchester department" would have been in the Edmonton store.

I'm convinced there is another name to the left of "bespoke tailor",but I can't make it out,something vaguely like Oertlieb?(perhaps a Jewish tailor from the East End?).I could be way out..

There is a word before outfitter, also. Possibly the last few letters of 'Manchester'?

Certainly a word of that length, the dimensions of the windows won't allow for anything longer.

I think it may be 'hosier'.

YES! ShaunJ you're dead right. Most unlikely stores in Edmonton and Manchester. However, Edmonton has now been ruled out. Nevertheless a good point!

Is it possible to do a couple of close up scans - one of the billboards next to Dales and one of the shop on the right foreground.

Yes, there is another name. I cannot make it out exactly might it be "Draper" (or HATTER)? I feel sure the word after is OUTFITTER.  Scan below!
