You would need to go through a lot of images but just looking at the one before the Dublin ones in the link above, and the first page of the Dublin one's in the link, the problem may be the order they were filmed.
Reel Page
http://census.nationalarchives.ie/reels/vob/IRE_CENSUS_1821-51_007246877_00124.pdf
Next page start of one of the Wexford area's
http://census.nationalarchives.ie/reels/vob/IRE_CENSUS_1821-51_007246877_00125.pdf
go to the end of that Wexford area next image is
http://census.nationalarchives.ie/reels/vob/IRE_CENSUS_1821-51_007246877_00155.pdf
Nex page is first page of Dublin just says the Barony of Dublin it doesn't say it's in County Dublin
http://census.nationalarchives.ie/reels/vob/IRE_CENSUS_1821-51_007246877_00156.pdf

They seem to be on the same roll, so if you didn't know Wexford didn't have a Barony of Dublin.....

or maybe I'm just reading too much into it.

You would expect someone born & bred in the Country would have been the choice?

I wonder why it was done by others?

I suppose it was farmed out to whoever offered the cheapest price. But putting Dublin in Wexford, that is really a disgrace.

Same as London which was formerly part of Middlesex, Surrey, Kent?, Essex? and possibly some other counties.
That's surely a bit different?

The original city of London is in Middlesex, but it has spread out and taken in parts of all those other counties over the years. I get pretty confused about which part of London is where, in fact.
Never trust anything you find online (especially submitted trees and transcriptions on Ancestry, MyHeritage, FindMyPast and other commercial web sites) unless it's an image of an original document - and even then be wary because errors can and do occur.

Not sure if this is relevant to the Dublin in Wexford issue but I think I've found a reason for a similar but different issue.
Parts of Kildare listed under Dublin.
Turns out they are in the Diocese of Dublin and the County name was never filled in.

This is just a thought...

Would it not make sense for someone to include a map which illustrates the different parishes &  counties in different areas for reference?

With the technology we have, surely this would be a simple improvement for getting place names in the correct areas....or is that too logical for some?
